Koskei Gives Government Accounting Officers Two Weeks To Review Projects

Government accounting officers have been given two weeks to conduct a comprehensive review of projects, programmes and directives within their respective dockets as the administration seeks to accelerate implementation and improve coordination.

Head of Public Service Felix Koskei said the exercise would provide a consolidated picture of implementation across ministries, departments, State corporations and government-owned enterprises.

“This will give us a clear picture of implementation across Government, help align resources and address areas where mandates and responsibilities intersect,” Koskei said.

He spoke on Wednesday during a virtual consultative meeting with Principal Secretaries, chairpersons and chief executive officers of State corporations and government-owned enterprises.

Held under the theme, “Finishing Strong through Deliberate and Intentional Management”, the meeting focused on strengthening coordination, speeding up implementation and ensuring government programmes achieve their intended outcomes.

Review To Identify Delays And Overlapping Mandates

Koskei said accounting officers would be expected to consolidate the status of projects and programmes under their respective dockets.

The review is intended to identify initiatives requiring accelerated implementation, additional coordination or other interventions.

He said the exercise was particularly important as the government sought to turn policy decisions into services and projects that have a direct impact on Kenyans.

“Over the last four years, this team has worked together to translate policy decisions into programmes, projects and services that have a direct impact on the lives of Kenyans,” he said.

Koskei attributed progress across government to the collective efforts of ministries, departments and State corporations, while urging agencies to maintain their focus on delivery.

He said citizens ultimately assess government through the services and infrastructure they encounter in their daily lives.

“We also reflected on how citizens experience Government. Through a health facility that works, a completed road, reliable public services and programmes that improve livelihoods,” Koskei said.

Koskei Calls For Unified Government Approach

The Head of Public Service urged government institutions to avoid working in silos, particularly where their mandates overlap.

“Delivering these outcomes requires ministries, departments and State Corporations to work together as one Government,” he said.

Koskei also called for government programmes to be communicated clearly and based on verifiable evidence.

He said accounting officers were best placed to provide accurate information because they maintain institutional records on the implementation of projects and programmes.

The review will also contribute to the National Conversation on Kenya’s Future Beyond Vision 2030, which President William Ruto launched on August 12.

Focus On Accountability And Service Delivery

Koskei said the government would continue advancing the Zero Fault Audit initiative and revitalising regulatory authorities and agencies.

He said the measures would focus on strengthening accountability, improving institutional effectiveness and ensuring public resources are directed towards programmes capable of delivering measurable results.

The two-week review is therefore expected to provide government with an updated assessment of ongoing projects and programmes while highlighting areas requiring intervention before the administration's next phase of implementation.
