Cassper Nyovest’s Starlink Comments Spark Debate Over Internet Access In South Africa

South African rapper Refiloe Maele Phoolo, popularly known as Cassper Nyovest, has sparked another wave of discussion online after speaking positively about Elon Musk and his ambitions for Starlink satellite internet.

The rapper spoke about what wider access to fast, affordable internet could mean for people in African townships and rural communities. His comments, shared in a video circulating on social media, centred largely on the potential impact for musicians and other creatives.

Cassper suggested that improved connectivity could give African artists greater opportunities to build their own digital platforms, distribute music independently and take more control over how they generate income. He pointed to Tanzanian music star Diamond Platnumz as an example of an African artist who has developed substantial media infrastructure around his brand.

The rapper argued that fast and affordable internet could help artists reach large audiences directly, potentially reducing their reliance on traditional industry gatekeepers.

Starlink Internet Access And South Africa’s Regulatory Debate

Starlink, operated by Musk’s SpaceX, uses low Earth orbit satellites to provide high-speed internet, including in locations where conventional broadband infrastructure can be difficult or costly to establish.

The satellite internet service has become part of wider discussions about improving connectivity in underserved areas and addressing the digital divide.

However, Starlink’s position in South Africa remains subject to regulatory requirements.

In June 2026, the Department of Communications and Digital Technologies confirmed that Icasa had not received applications from Starlink for the spectrum and licences required to provide services in the country. These include Individual Electronic Communications Network Service and Individual Electronic Communications Service licences.

The regulatory discussion has also included South Africa’s ownership requirements for telecommunications companies. Musk has previously criticised the requirements in relation to BEE policies.

Icasa has meanwhile been working on a broader framework governing satellite services. Starlink has also taken part in consultations concerning spectrum and efforts to extend broadband access to underserved communities.

Prince Kaybee Responds To Cassper Nyovest’s Starlink Comments

Cassper’s remarks also drew a response from fellow musician Kabelo Motsamai, better known as Prince Kaybee.

The Fetch Your Life producer questioned Cassper’s position in a post on social media, writing: “This idiot is no one to worry about at any point in any contentious dialogue! He exists to just have fun, he says this ALL THE TIME, believe him!”

The two musicians have previously exchanged public criticism, and Kaybee’s latest comments have added another dimension to the online debate surrounding Cassper’s remarks.

Criticism of Cassper’s position has also centred on the view that discussions about internet access in South Africa must take account of the country’s laws, licensing framework and requirements for local participation.
